PROJECT

To protect urbanized areas from inundation caused by torrential rainfall, it is necessary to manage urban rivers and drainage pipe networks altogether for draining runoff efficiently and effectively. However, currently there do not exist any numerical models that can simulate interactive flow in urban rivers and drainage pipe networks at a high-speed. Because of non-availability of model, integrated urban storm water management has not been yet realized.
Under such circumstances, the research project “Real-time Prediction and Control of Urban Flood Risk” (support by JST-Mirai Program Grant Number JPMJMI17D5, Japan) was started at the Water Environment Technology Lab, Department of Urban Engineering, The University of Tokyo, in collaboration with other research institutes.

Since the start of the project, we have been developing the advanced urban inundation forecast system, by introducing the methodology to improve forecast accuracy by utilizing observed water level in sewer networks into numerical models by data assimilation, and also by developing a novel inundation forecast model that integrates meteorological observation and forecast information, water levels in rivers and drainage pipe networks for their analysis.

This realizes the advanced control of urban drainage facilities based on integrated management of river and drainage pipe networks that adequately support systematic decisions whether to pump out to rivers or to store into drainage pipes for maximum use of inundation control capacity. The control system is useful not only for implementing real-time countermeasure against inundation, but also for designing evacuation navigation and developing inundation mitigation plans.

And in April 2019, to bring our knowledge and experiences in urban water management with application of ICT to education, to produce high-skilled young human resources who can be internationally active leader, to enhance application of the developed technology in our researches, the social cooperation program called “Futuristic System for Urban Flood Risk Management and Control” was initiated between the University of Tokyo and 12 collaborative partners: MEIDENSHA CORPORATION, METAWATER Co., Ltd., HITACHI, Ltd., Toshiba Infrastructure Systems & Solutions Corporation, Mitsubishi Electric Corporation, TOKYO ENGINEERING CONSULTANTS CO. LTD., Nihon Suido Consultants Co., Ltd., NJS Co., Ltd., NIHON SUIKO SEKKEI CO., Ltd., IDEA Consultants, Inc., FUSO Corporation, Swing Corporation.

I have been working on development of advanced methodology in urban flood prediction through application of forefront technologies such as, radar rainfall observation, real-time sensing by IoT, and also methodology to support decision making of authorities who fight with water related disasters. With strong collaboration with our research partners, I wish to contribute for realization of the resilient society against water related disaster.

Advancement of countermeasure against urban inundation is required under the increased occurrence of heavy rainfalls. We can improve accuracy of urban inundation forecast by applying observed water levels in sewer networks into numerical models. By developing the methodology that maximizes the use of available resources, and through the research output of evacuation navigation and urban flood prevention plan that can minimize flood damages, I aim for producing business models of smart urban flood risk management and control.

I work with urban disaster prevention. Under the vast change in urban ethics, a new framework that supports safe space is needed more than ever. To achieve reduction of casualty associated with urban water disaster, I wish to contribute creation of novel value, in particular from the viewpoint of evacuation behavior research and proposals.
